On Friday at around 8 Pm, at Gsu Recce Camp, the Inspector General of Police under instructions from State house and Acting Cabinet Secretary makes a call to the Commanding Officer of Recce Company Mr. Josphat Kirimi.
The controversial call entailed a creation of ''terror attack scene''at Ruto's Residence in Sugoi the following day (Saturday).
The CO immediately ordered the commander of the special team Chief Inspector Mamiri to prepare well for an impending operation at Sugoi.
The County commanders from the APS and Regular Duties were not briefed of this operation in their respective areas of command, the intention was that once the ''attack'' was reported, the commanders would mobilize their junior officers in large numbers to respond to the attack. When the news broke out orders were issued by Boinett to keep media away from covering the stage managed attack.

No Gsu officer was injured, the purported lone attacker was a fellow GSU officer who was well instructed on what to do. He just scratched his colleague and ran towards the food store. His colleague started shooting in air to create attention from villagers that the residence was under attacked.The DP after leaving the residence, called IG confirming about the '' operation looking for sympathy votes''
The commandant GSU has confirmed none of his officer manning the DP's home was injured or killed. As a matter of fact a terror attack in any part of country calls for an Oscar signal circulation from Vigilance that is shared to all security agencies and NiS in the Country.
